The OSCE said it notes that the recent closure of public utility facilities managed by Belgrade, which occurred on April 23 in Štrpac and Leposavic, also affected the work of the Center for Social Protection.
"Cutting off access to basic services without viable alternatives disproportionately affects non-majority communities and risks exacerbating existing tensions," the OSCE said.
Sensitive issues such as these should be resolved through dialogue mediated by the EU, which remains the most effective path for sustainable and inclusive solutions, the OSCE said.
